What is this?

Could someone tell me what this is? Is it missing a part? It looks like I should be able to open and close it. It's under the dash and I'm assuming it has something to do with the heat. Thank you!

That is your floor heat outlet, where your heater blows out at. There's is a diaphragm "paddle" inside the box. When your lever is on defrost, that hole is closed off from the inside. When it's on heat, the defrost is closed off. For both, lever is halfway.
