The inst cluster may be stuck by the dash pad
Or like most ive had the speedo cable not let the cluster pull out very far from the dash. Ive had to reach up from underneath with pliers just get the nut to turn.
Im not sure what wiring box your talking about.

Also u can kind of tilt the cluster off to drivers side to unplug wiring plug. And maybe the speedo cable.
