I haven't ever seen this piece under the dash. Is it just a piece of XLT trim? Does it DO anything?

It's just trim, kind of rare and depending on seller can cost between $100.00 and $200.00 only pay high dollar if it has been reconditioned with no cracks or other damage.
It's only purpose is to give the bottom of dash a nice straight decorative look.
