Repo steering wheel trouble

Repo steering wheel trouble
I just remove the aftermarket steering wheel that the previous owner had put on and installed a new repo 3 spoke steering wheel and there is about a 1/2 inch gap between the wheel and the shift collar. Any ideas as to why and how to fix? Also I can't get the horn working. (It was before the wheel replacement.) Any good schematics out there on how it should be set up? Thanks.
